Policy Manual

Volunteers

Individuals 18 years of age or older who volunteer their services and donate their time for University activities are not considered employees for any purpose. Volunteers are not eligible for University benefits or workers’ compensation.

Volunteer status may not be used as a way to avoid or defer compliance with the employment eligibility certification requirements of the Immigration Reform and Control Act of 1986.

Staff members on hourly compensation plans may not be compelled to donate their services to any entity under the direction of the Trustees of the University of Pennsylvania as a means of avoiding compliance with the overtime requirements of the Fair Labor Standards Act (FLSA). Such staff members must be compensated for all time worked in a workweek in excess of their regularly-scheduled number of hours.  See Overtime Compensation and/or Compensatory Time - Policy 302.
